90 Hatch trouble starting

Default 90 Hatch trouble starting

Whats up TR

Ok my brother in laws got a 90 Hatch Si but has a D15B motor in it..The head was taken out cleaned/machined put back wiring was put back. Pretty much so much shyt was already replaced like: Starter, Distributor, Fuel filter, Spark Plugs, wires, ALL Gaskets. First the car acts like it wants to start but doesnt, and if after trying for hour to get it and it happens to start it will bog down and shut off, unless you continue to keep revving to keep RPM up. Any suggestions or ideas as what to what else to check. LMK

Is it throwing any codes? Are you sure the wiring is correct? Have you double checked the timing? Did you adjust the valves after the head was reinstalled?

yes the wiring is correct, theres no codes, the timing is good, BUT the valves havent been checked yet, yesterday after some more checking, rmvd the spark plugs and some were full of gas..
