Bust out the multimeter and test the vehicle speed sensor (VSS). Usually theyre located on the tranny. The speed sensor if I remember right is digital meaning that it will send a hi/lo signal only. So if youre looking at the multimeter you should see a continuous voltage variation (say 0V to 2.5V to 0V to 2.5V...). The greater the vehicles speed the slower the frequency of change. The best way to measure all this would be with an osciliscope but Im pretty sure a multimeter will work as well. With your continual high speed reading the frequency should be pretty slow so youll be able to clearly see it its a failure of the VSS. Still though it should throw and MIL.

hey my does the same thing...but nobody can figure out whats wrong. I unpluged my gauges and messed around and pluged back in and now it works most of the time...but every once and awhile it starts bouncing again. Do you think its the cluster or what

Gauge cluster swap.. I have a problem like that also. The only difference is that mine never comes off 0 mph sucks.. I never know how fast im going...

In older model Hondas the VSS was located inside the gauge cluster. 90 and older models have moved to a transmission mounted VSS. You can test out your gauge cluster if you think thats the problem with a backprobe and some voltage or you can just borrow a friends cluster and swap it in. Again I ask do you have an MIL (maintenance indication light) that is on.

well if it was a bad ground you would more than likely get lighting cut off which means the lights would flicker on and off. sounds to me like you should just do some junk yard hunting and find another cluster.
