b16a with new cams

Its going to fall flat because you have the cams at +2, if you want move the power band up you need to retard the cams. If you don't have access to a dyno to ensure the change just set the cams to zero or -1 if you have increased the breathing and plan on turning it higher. I have a turbo B16 and am running GSR cams the torque peak is at 7K with this engine unless you are trying for a dyno queen and just a high number you need to increase the area under the curve to make it faster. (average torque gain)

Oh and you need to tune for any change in the engine spec's cam degree change, vtec cross over, pipe swap. It will never run right unless you do.

if you have a piggy back you can set your v-tec to 6 and your car will run better cause i have a b16b and i have stage one pro series from skunk2 and i had the same problem so i just set the v-tec controller at 6 untill the tune.
