vtec won't engage
i don't have another ECU to test out. like gixxer said, VTEC needs the speed signal to engage and my speedometer stopped working around the same time my VTEC stopped working. when the motor is revved in nuetral VTEC does not engage because the wheels are not moving. so if my speedometer isn't showing that the car is in motion could that throw something off and prevent VTEC from engaging? the tach and the rest of the cluster works fine just not the speedometer and odometer.
then is possibly the vss vechile speed sensor. mounted on the tranny.

If your Vss is not working you will not have vtec
For vtec to work the ecu must read that you are going over 20mph I belive might be less but you will not have Vtec until the Vss is fixed

well i just swapped out my gauge cluster with the US one it came with and even that one still doesn't read the speed. i took the VSS off of my friends LS motor and put it on mine and it still isn't reading the speed. any other ideas? no one i know can figure it out.
Did your vtak stickers fall off? Check those too...
But really, even though you're not throwing a CEL, make sure your CEL works in the first place, does it light up when you turn the key to on?
If so, the next thing I'd replace is the VTEC solenoid, those things rarely go bad but it's all I can think of for now.
