Default plastic bag noise in engine bay..

ok so I dont own a honda anymore.. I used to but I figured someone on here could help me. my friend has a 94 civic ex coupe and he recently discovered a noise under his hood that sounds like a plastic bag rattling in the wind. at first I thought it could be like a plastic bag up near his firewall but there is enough room to see back there and thats not the case. I dont really know what it is but thats exactly what it sounds like. its coming from the cam or about that area. he also mentioned that there is resistance when he pushes the gas, and there is only 1 bolt, nut, whatever attaching his cap and rotor, when there should be 3? I dont know about that one but Im sure thats not the case. any help would be appreciated. you can pm me please due to the fact that I am not tipically in this forum. thanx

** edit **

sorry but if it helps he drives a sohc b16 somethin or another lol. I know its a b16 sohc tho. thanx

Check your timing belt tension, sounds like it may be hitting the inside of the timing belt cover.
Does it change with rpm?
Can you give us a sound clip?

ok sry the engine is a d16 and also the idea of the timing struck me because it does sound like its coming from under the timing belt cover. also the noise only occurs when he steps on the gas and it gets a lil louder as the rpms go higher. also no there is no plastic bag lol we checked for the first. also when you said brake booster I dont know excactly what that is but I know his brake lights are stuck to on. I donno why but he said something about a lil rubber piece that grounds the tail lights when you push the brakes and he said he thinks that came off. any ideas? thanx for all the help.
