obd2 to obd1 no rpm

my friend changed her teg from obd2 to obd1 and the tach wouldnt work. she has a skunk 2 ecu if that matters. can anyone help.

The tach works with an obd2 but not with an obd1 ecu correct ?
I am guessing she is using a obd2 to obd1 conversion harness ?
What year is her car ?

My guess is that the conversion harness is the issue if this is the case.
