Wont start!!! help

Default Wont start!!! help

I got a 94 civic hatch
manual trans
When you turn the key to start the vehicle it doesnt even make a solenoid click.
I tryed to jump off the clutch safety switch thinking it was that...nothing still
On the dash all the lights come on and you can hear the fuel pump humm but it won't turn over. all the lights come on the dash and when you turn to start the lights turn off like it does normally and as soon as you let off the key the lights come back on.
So next step i took a push button starter and wired the starter directly and it started fine!
I was told to look into something called a starter cut relay? Does anyone know where this is located or anything about it?
There is no aftermarket alarm or anything.

did you check your ignition relay? you may wanna check that because if this relay is bad, your starter will not get any power from the ignition because the relay isnt transfering the power to the starter. this relay is in the relay box under your hood, you may wanna also check ALL the main fuses in that box as well.
