I think what you were trying to say, is that your tach is sitting at 0 RPM's when you idle right? because if a motor is running even a little it would register some RPM's. the only time you will see 0 is with the car off.
With that said, does the car idle fine?? no misses, or surging? Honda/Acura RPM/Speed and other guages for that matter are all electrical. meaning that in some point in time they will act up, and show incorrect readings. There is no way possible on gods good earth that your motor would be running at 0RPM's

the idle guage is probably bad, or the cable is stripped out... i bet it only goes up when you are accellerating and the car sounds louder than the tach reads... am i correct? i would says its strippong out and cant pick the tach up cuz its not turning fast enough until rev'd up, my mother in laws integra use to do almost the same thing... and when she accellerates the car goes real fast but the tach has trouble keepin up. with that said she would be at like 6 rpms when the guage really says only like 4 or 5 while bouncing slightly between the two. And yes... John is right when he said that the only way you will see 0 RPM's is if the car is off... motor always has a rotation per minute "rpm" no matter how fast its going or how low its idling, put it this way, if a regular car gets less than 500 on the rpm guage, the car will or will try to turn off.
