Just a wild guess here but a bad CTS (that maybe why the temp gauge reads normal) or bad water pump or stopped up lower rad house....

stopped up radiator, like a plogged radiator. Something may be impeding the flow through your radiator.
How many miles?
How old is the t-stat, waterpump. May want to look at those first...

Hmm... stoped at it light it goes up and when hes moving goes down. Sounds like the fans might not be doing there job. Is the difference between the temp changes from when sitting and moving drastic?

i have the new water pump and the T-stat is used and the fans is always on even when i turn the key without starting the car. the temp only move alittle ( pass the mid point about 8th of the way) after driving but will not do anything if i start the car and let it idle

Just because the fans are on doesn't mean they are doing their job they may be on but not blowing to their full potential. What degree is the thermostat suppose to open at and how old is it? Also when you squeeze the bottom and top house what does it feel like?

I dont know about your car knowledge and I'm not insulting you but, this may be a stupid comment... What fan is spinning??? If you have your A/C in the on position and your turn the key into the 1st or 2nd click, your considinser fan will turn on (for your a/c)!!! (If your car has been sitting for a while your radiator fan WILL NOT turn on unless you have it wired to do so...) Sitting at a light while NOT moving WILL cause the temp. to rise a bit but not that much!!! If I were you, I would try Liquid Ice (or something like that... Its in a metal container) Radiator Coolant. It only costs like $15.00... but lowers the temp in the car... I dont know if this will help??? Good luck
