Fan wont turn off - Page 2

OK. if the relay is "buzzing" it is trying to trip to "on",
or trip to "off". If you open the relay plastic and separate the contacts, the fan should stop. Tells you the relay may be bad.
Fan may be turning slowly, if the relay is trying to trip, but not succeeding.

If the goo is hardened, it may be a glue they put on some relays to hold the wires in position; protection from vibration breaking them.-Bob
