Default Hitting limiter at 6,500

Anyone know what would make my car 94 civic with a 94 JDM h22a be hitting the rev limiter around 6500 rpm's?

look for a pair of wires with a green cover over them, just dagling down by the ecu wires... I believe they have a blue plug... Just jump those two wires with a piece of wire (one side of the wire in each hole on the plug) and crank her up... This will make the CEL flash in the sequence of the code... For example, four long flashes, then three short blips... code 43... Ya feel me???

So does it feel like your hitting the rev limiter but you can still go over 6,500RPM or no? Check your CEL(s) before anything else though.
