The 1st gen b16 iacv is not going to work, the bolt pattern is too far apart. I think the '94 up B/D series will work.

Temps most definatly effect pressure. Think about a nirous bottle. When warmed, the pressure is increased.
When chilled, or frozen, the pressure is decreased, allowing more nitrous to be put in the tank.
That's why they use bottle warmers... keeps the pressure in the bottle up. Air works the same way. Heat makes air expand. Cold makes air contract, or become more dense.
