How old are axles? I had the same problem for 3 month, First get your front rims and tires rebalanced. Then check Axles and Intermedate shaft. Then check for warped rotors..

Mine problem ended up being a 6 month old axle just got sloppy and caused the hole problem.

my guess would be the runout on the rotors, but, i've never heard of this either.

Check your ABS system... if it has it.

Edit: nm, you said it does it at low speeds from a stop...

No it is not.

My Integra had no such permanent issue.

Besides what everyone else suggested, get the wheels balanced.

I *had* (past tense) a similar issue once i lowered my car. But after I had the camber adjusted, an alignment, and the wheels balanced...no more issue.

Im sure you must be irritated Ronin...good luck getting it resolved
