Crud in the gas tank

Default Crud in the gas tank

My fuel pressure is low and when I turn the ignition to on(not cranking) the fuel pump sounds like it is trying to suck sand through the in tank filter. There is no high pitch whine like there is supposed to be. I'm guessing from this that there is some kind of debri in the fuel tank. Anyone have a different opinion? If not, how can I clean this out without dropping the tank? Will a simple siphon work? I've changed a fuel pump in another camaro before so I'm not looking foward to dropping this tank and I'd like to avoid it if possible.
