Default misfiring

would putting a cc305 cam in my 94z28 cause my car to misfire and i need to get programming? would an intake manifold leak cause misfire? it also has surging idle right now. (took off emissions stuff too- blocked remaining holes from vacuum tubes and t.b. tubes not used)
