Yea but if you do turbo you cant boost too high without doing alot of tuning and some internals which means $$$. Like that guy with the turbo Type R I saw the best of a 14 in the quarter and he has spent well over $3000 and Im right there with him and I have yet to break $1000. So yea I guess you can do more but keeping it N/A its a great car. By jdm I mean header maybe higher comp. pistons etc...

Start with the GS-R motor then add:
Large-diameter throttle body and single-port intake manifold to maximize high-rpm engine efficiency
Hand-polished intake ports to improve engine airflow
Increased duration higher-lift camshafts for improved engine breathing
12-percent lighter intake valves to extend engine rev range by 200rpm
High-compression (10.6:1) low friction pistons

There are probably a few other things I forgot.
Some of the more interesting facts are that the car is built on a seperate assembly line from the standard integras. Some of the panels are even stamped differently for added reinforcment and the Chassis is reinforced at critical locations (this can NOT be duplicated on a GS-R). The engine is Hand assembled and hand Port and polished. The car is basically a race prepared street car. It doesnt handle or drive like a GS-R. I own one And it is the BEST handling FF car ever made and I DO race mine (SCCA). They are also limited edition. I cant remember the numbers off the top of my head But I believe the TOTAL number of ITRs imported to the USA is under 7000 and they all have individual Serial number plaques. 97 & 98 were Championship white only 00 & 01 were Pheonix Yellow and Nighthawk Black Pearl.
The bad part is that everybody wants one but since they cant they imitate it.
