just drive on them, you dont wanna cut them anymore unless you have too. Or get a more abrasive 3m rotary scuffing pads that attach to die grinders, they take off rust way better than a wire wheel. You could also dip them into OSHPHO which is a chemical that turns rust into a zinc coating
