Do a 20b in a FC rx7. it can be done for 10k - 15k.

actually I forgot to mention,I would like to stay around $15K
and rotary is defenantly out of the question.mabe an rx7 shell but the motor
can stay out of it.

Thats only if you pay someone to do it for you. Its only ~8k if your buy all of the parts and do it yourself
