hahaha thats ironic because my wife is looking to sell her volvo c70 hardtop but its the HPT (high pressure turbo) trim....car has a new motor and even a full bumper to bumper warranty and way under 18k........the car moves too btw....have pics and info if you want to see

oh and the brand new c70 (hardtop convertible) is sexy as all hell! The current c70 has a good aftermarket support for it

If you don't much about engines then what does it matter rotary or not? If you blow anything internal piston-wise or rotary you're going to be just as fucked.
Anyhow....you're numbers dont really make sense. You have an 18k limit, yet you want a GTO to eventually s/c (even though by the time it's paid off you'll have too many miles or other problems to want to mod it). But that's just you saying what you WANT, not really what you can get.
Anyway, I'd go VW. 1.8t or a rabbit. Or if you really dont care too much about performance and still like some downlow getup a TDI.

If you get a lightning make sure you get the post revision, the pre revision has a real shitty head design and it will spit the spark plugs out of the head if you turn the boost up.
