It just means that you legally own it (title) and you have registered it with the state and paid taxes (Registration). The car does not meet NHSTA or EPA regulations, and it was brought into the USA under false pretenses (HS7 'Parts Only'...can't be re-assemled for road use). obviously many federal laws broken, but not a big deal till you get caught.
Now this is when everybody says 'they'll crush your car'. The government has the right to crush the car, but over the past 2 years, I have not heard of a Skyline being crushed. I have seen at least 6 of these Skylines seized and put up @ gov't auctions for export only (and I don't check very often).
And for all the 'Naysayers' who say that the Gov't doesn't do this...than check out the results of this auction for August 11th, 2005. Item 199 and 200 in particular.

Sad to know that somebody paid $20k+ for a car that was confiscated and sold at auction for $3k. Let's not forget any federal charges, fines, etc. All for a damn car.
Sorry to vent, I want one too...but I'd rather have a truly legal one, and not a headache.

and you want to know where the government siezes the car??they dont do it at the persons house!!!
the sieze the skylines from the dumb asses that think they can just import it as a full car and there customs broker will get it cleared.they sieze it cause customs wont release teh car,so you know what happens then???I will tell you,after 15 days of not being cleared or not able to be cleared it will go in G.O,which means government order which they tell you to export it or they will auction it.the guy who bought the car i dont think has a buyer for it somewhere out side of the US,so he is SHTI out of luck and teh car gets auctioned

the straw the broke the camels back with DOT and MX was that there was a company in S.FL that bought 2 MX skylines with the sole intention on backwards engineering the cars and doing the work to non MX cars.that comapny spent the $ to have people write up the fancy petitions and some big shot lawyers. when it was submitted to DOT and they rejected it.there lawyer made a big stink on how come when we copied to cars they DOT gave the OK on.

Thanks for posting this frank. Charles' posts have annoyed me for years.
Obviously you are running a business where you have successfully imported vehicles for quite some time. In addition, i know another guy importing vehicles named jeff denmeade. He gets JDM vehicles into the country through a slightly different loophole...however they are able to be registered nonetheless.
