no offense, but your wrong. i could personally bring in an imported (right hand drive car), because I am a legal immigrant, and since i have an english driver's license (english as in from england), i could register it as a personal use car, but the title would have to stay in my name for a minimum of 1 year.
Imported motor vehicles are subject to U.S. safety standards, bumper standards, and air pollution control (emission) standards. Most vehicles manufactured abroad that conform with U.S. safety, bumper, and emission standards are exported expressly for sale in the United States; therefore, it is unlikely that a vehicle obtained abroad meets all relevant standards. Be skeptical of claims by a foreign dealer or other seller that a vehicle meets these standards or can readily be brought into compliance. Nonconforming vehicles entering the United States must be brought into compliance, exported, or destroyed.

i think its funny that before importing cars was popular and I was importing engines (2001-2003) that I read up on all these laws years ago and was going to go the kit car route, it was just a damn shame that my supplier in new zealand thought that fucking me out of $23k was a better deal to him then making that back in just car sales over the course of 3-4 months.
Florida doesnt require any sort of inspection for kit cars. Basically you bring them a list of what motor, chassis, head/tail lights, etc you used in and a name for the car, an identification number and thats it, you get a title and your on your way. Then for insurance, you just get a speciality car insurance that insures comp & collision on kit cars and your set.
To get a car into the states is easy, just pull the motor out, its considered a non op parts car, ship the motor in a seperate pallet, drop it back in and go.
I even heard of people going as simple as pulling seats, wheels, and a steering wheel out, but thats boarderline since the car is still a turn key. Pull the motor out and its a sure thing
All you really have to do is put strut bars on a JDM car and just call it your own modified chassis baised off a nissan chassis, its all pretty simple.
