I have heard good stories about by-pass valves. Just be sure and tell your friend to get a good one (AEM or the like) and not a cheapie. I had a friend with a lowered Accord, CAI with bypass. He had to drive through a rather deep puddle once. Water went up his exhaust and evaporated rather quick (...lol) but nothing up his intake.
A bypass valve, covering the underside of his car, and trying to avoid large puddles is about the most your friend can do.

The water moving at 60mph toward the inlet of the cai.
I didn't have a bypass valve on my first motor, and with my body kit exposing the filter.. yeah I definitely bent every rod. Taking the motor out, every single hose had water coming out of it and it blew 3 seals on the radiator.
I now use a short ram intake, coz my friend hydrolocked his motor with a bypass and he didn't even hit that much water. It's a chance you take.
I slid into a flooded part of the road. I had my CAI on for about 3 years and never had a problem, but thankfully I had another H22 sitting in the shop so I didn't mind too much about the old motor.
Just use a short ram, plain as that if you have any worries about locking up a motor.
