I would honestly go with Falkin Ziex ZE 512s. They are extremely cheap, yet, will last awhile and are a great all-around tire. Ive had them on 4 of my cars and you cant go wrong. If you rotate them frequently, you can see 25-30k miles on them.

I've got the Ziex 512's and I love them. They take a lot of abuse and they hold up well. They are great in the rain, just a good all around tire. Plus they are really cheap, espicially since I'm puttin them on 14's =D

I just ordered a set of Kuhmo Supra's (coincidence) for $276 all around from Tire Rack. We'll see how much better they are than the bald Goodyears I have in back.

Also, I couldnt find the "Eagle Touring" tire on Goodyear's site...I guess they are so bad that Goodyear no longer acknowledges that they once made them?

Ive also got the Falken 512s. Great tire rain or shine and Ive had no problems with mine yet (knock on wood). Call up Allied Tire. They will match/beat anyother price you throw at them. I told them the tires were $118 each when they were really $128 or something and they sold them to me for $117. This was the one on Dale Mably just North of Fletcher on the East side.

Poop on Nittos. I had an entire set of 4 of them get bubbles in the tread and sidewall. No thanks. And why do you want such an oddball size? Just man up and get some nice 245s.

If its not for track use theres no reason to spend alot. Just look for the best tread wear, how they do in the rain, and price for the size you want. Personally I'd go with these simply for the tread wear rating:
