Default oil filter cutter

Does anybody have one? How does it work. I seen one in the longacre catalog. I was thinking I could make one though but not to sure how it works actually.

What is an oil filter cutter? I mean why would you cut an oil filter? I don't see the reasoning.

to check if you have any metal chips or shavings in the filter. If they got into the filter they are in the oil if they got into the oil they fell off a crank, rod, bearing, piston or something.

I think you set the filter in the middle and the two bolts and nuts hold it. Then you crank down on the knurled screw and the cutter cuts the filter and then you swivel it around the filter
