i'd get a new (or if available an upgraded) actuator assembly. it could be that yours is old and not opening fully.

if you have time pull the turbo and look at the flapper valve on the turbine housing. there could be crud or carbon buildup/soot on it keeping it from opening fast all the time. hit it with some wd-40 or penetrating lube. it might have to be replaced.

check your vacuum connections and make sure that everything is leakproof.

i dont remember but the stock boost on a 1g dsm is like 9 or 10psi..or was it 12psi? either way, an upgraded actuator might hold higher boosts more. in the nissan world, the stock sr20det actuators dont hold boost too well over 12psi sometimes, esp running 1 bar (~14psi).

i would check your boost controller...when i put mine in a while ago i starting spiking 1-2 psi...Now boost creep is associated with the wastegate flapper being pushed open more then it should be..hence the creepage in pressure

check all your vac lines for cracks, holes, kinks and make sure there as short as they can possibly be

do a search on boost spike...youll see that most people replies will be somthing related to the boost controller

just my 2 cents
