The previous owner must have used Quaker State.
You can always put a quart or two of atf (transmission fluid) in the motor and drive it for a while. That shit will clean it right up !
Of course make sure you change the oil first and then leave out 2 qts. of the normal oil and then go drive.
Drain and then refill with the proper stuff.

Back in the days of working at my families shop you could always recognize a quaker state motor the minute you opened it up.
I dunno of any other oil that has that many parafins in it.
On the subject of removing your lifters, if you are careful you can just use a screwdriver to pull them out, but if you search around there actually is a special tool for pulling lifters.
IMPORTANT NOTE - If you are going to remove the lifters but put them back in on the same cam label them so you can put them back in the same hole when you are done.
Lifters mate to the cam they run on, and if you put them back in out of order there is a chance you can make your lobes self destruct.
