The act snsor :This measures the temperature of the air entering the engine. Which impacts the fuel ratio; the cooler the incoming air is the denser it is. Denser air can utilize more fuel, giving us even greater accuracy in obtaining our desired air to fuel ratio.

maybe the change in weather is making it run worse nowadays

98 = Hard fault is present - Failure Mode Effects Management

The ECM has switched to a fixed calibration value for failed MAF sensor. You need to fix the problem with the MAF sensor circuit

not sayin anyone is wrong but the reason i thought it was the o2 was because my actron code reader manual says:
A SYSTEM PROBLEM IS PRESENT CAUSING THE ELECTRONIC CONTROL ASSEMBLY TO OPERATE IN FAILURE MANAGEMENT AND EFFECTS MODE
OR
RIGHT SIDE EXHAUST GAS O2 SENSOR SIGNAL VOLTAGE INDICATES LEAN DURING RICH AIR/FUEL CONDITIONS
OR ELECTRONIC PRESSURE CONTROL SOLENOID -CIRCUIT FAILURE.

since it started running half way decent, for about a week or so i had touched it, and this randomly happened one morning i figured it was o2's since it was random

and are u saying u think its the MAF?
if it is it would suck and be GREAT at the same time

i'll retract what i said since technically it CAN be O2s, but in your your case i highly doubt it. Something is tripping the computer into running in limp mode.

Have you tried switching mass air meters?

reconnecting the ACT sensor should be a good place to start though...

mass and act work together to make you car run good .disconnected can also effect the o2s readings

which can make the car buck/ backfire through intake/ run real lean ect
