Default 88' GT Ignition Problem

I have an 88' GT. As of recent, the car started starting on it's own. I replaced the ignition switch and lock cylinder. However, I'm not able to get the key out of the ignition. It stays in like a neutral position. Not letting me turn the car on, or take the key out. I did make sure that the steering wheel was not locked. I'm able to move the steering wheel. I tried to put the old cylinder back in to see if it does the same thing, and it does.

Any ideas?

Is the actuator pin in the ignition switch lined up properly? Both new components set to the 'run' position before installation?

Everything fits, and everything is in as described in the instructions that came with the lock cylinder. When we took the old lock cylinder out we're not sure what position it was in when we took it out. But when putting the new one in, it is in the run position and we can put it in and everything it locks into something inbetween on and off. When we connect the battery the fan kicks on but you can't turn the car over, or turn it off.
