Default Bogging between shifts? Also a few other questions ('89 5.0)

Ever since I got the car, it seems as though between shifts, the car bogs a bit. Almost as if it doesnt want to take the gas.

Any ideas?

I have changed the plugs and wires. Im going to seafoam it and change the oil filter as well. Also, It has a small cam in it, and it seems to be running a tad rich. How do I go about getting this tuned? How hard or pricey would it be to just redo the whole top end, minus heads?

Any help is always appreciated.

For reference, the only motor mods are O/R h-pipe, dumped flows, new plugs and wires, and the small cam. (specs unknown).

How would I check that? With a small size cam, should it be advanced more,?

Timing light?

10 deg is base, advance to 12 or so and go from there.

Is the spout connector still in the plug by the dizzy?
