To fix my EGR crap or . . . .
I'd start with checking the emissions garbage, eliminate it and go from there. As far as the charcoal canister leave it in place with a vacum source to it, if not you will smell gas all the time.
Be sure the EGR diapram is not busted or stuck open, this is a huge vacum leak that the IAC will always try to correct.

usually it's not the sensors anyways.
check the voltage on the tps.
take the idle air control off and clean it inside with some carb cleaner.
make sure everything is plugged in and you don't have any broken prongs on any of the plugs to the sensors.
also clean inside the throttle body with some carb cleaner.
make sure the gasket on the iac and the throttle body are good, (hell you could get really cheap and make them out of thin cardboard! I've seen someone do it and it works)
usually a surge idle is the iac filthy inside with build up/varnish from old fuel.

As far as switching to carb, me personally is the only way to go. As far as changing to fiw the problem depends on where you want to go with the car. If its just a dependable daily driver, Id eliminate all pollution control and fix the problem with the idle
Swung by my mom's to get my tools.
Cleaned the IAC..... filthy inside, may just get a new one cause it still looks like ass.
Cleaned the throttle body out.
Busted out the MAF cleaner and used it.
Adjusted the idle a bit higher just shy of 900rmps and it doesn't do it anymore.
Did notice that the EGR spacer is nasty with rust on the two inlets for water and it seems that the gaskets need replacing on it also. May just get a new throttle body and egr spacer.
I did find two blocked off lines. What are these two for?

This hose goes to a "t" and is blocked off there under the intake.
