All insurers are bound by the same state regulations regardless of the size or age of the company in question. Some operate by the bare minimums provided by the FL DFS, others go beyond the minimum for the customer service approach. Regardless of which way a company operates, neither way is in bad faith or is indicative of a company being "second rate". If he truely feels he is being treated unfairly there are steps he can take to help set things right.

my 89 vert was stolen years ago..I was gonna get screwed for all my mods. So I started to remember all the "things" in the hatch ie.....golf clubs,tools.glove box had watch , sunglasses,Oh yea I had just picked up 2 suits from the cleaners that day too...

I havent heard anything yet, I faxed off my reciepts and mod listings and lit I quickly researched of what cars of similar conidition and mods are going for. I cant go thru my inusrance since I had base coverage. My insurance isnt doing much of anything other than the 80% of the medical bills
Another idea for you to consider:
Buy back your car for salvage. Generally the salvage value of the average car is about 20% (it may be less). The company will cut you a check for the pre-tax amount less the 20% AND you get to keep your car.
The money you get may be able to get you into a nice foxbody 4-banger. I'm assuming most of the major parts on your car (motor, trans, rearend, and many of the suspension components) will still be good. You can gradually swap these parts over from the old car into the new car. Honestly, a 4-banger to 302 swap is a weekend worth of work...particularly if you go to a carburator.
What you don't end up using from the old car that aren't destroyed (i.e. interior parts, hatch, misc exterior parts, etc.) can be sold.
This may be your best bet to get into a nice foxbody for your price range.
