Romeo or Windsor?
OK OK The only way to know for SURE it to check the dam vin code.
In my experience I have only seen one Romeo in a 99-04 Mustang, *think* it was in a 02.
Correct me if I'm wrong but a PI head is still a PI head weather it's on a 99 Windsor or a 04 Romeo? So with that said all 99 up 2v should share the same v/c.
Hell should even fit a 5.4 w/PI.

ls1killer, we ran into this problem a week ago. We went by the VIN number when we were ordering engine parts. When it came time to bolt the valve covers on, we opened the box, and we had the wrong ones. The VIN said it should have had a Windsor engine, but in reality, it had a Romeo. The car was an 01 GT.
Easiest thing to do is just count the valve cover bolts.
mustangman98, the valve covers that Chad sells are nice. Those are the ones we ended up going with on the 01 GT we worked on.

I also have herd that the FORD doesn't know. They can not even order a replacement engine for a warranty repair (car or truck) until they remove the old one cause' they don't know for sure if it's a 6 or 8 bolt crankshaft.
Crazy, *I* have only seen one head. I have Romeo engine (jack bolts, pressed piston pins) from a f150 and a Windsor from a 01 Mustang (bushed rods, pins instead of jack bolts) and both heads have the same heads & # of v/c bolts? guess Ford cleaned up the junk pile on my engines
