You serious? If its the chain of commands fault then that means we have thousands of sick fucks over there doing who knows what. If they dont have the control they shouldnt be there, they should be in the US getting some help. Who knows what else this guy/others have done over there...this is only one video that somehow leaked out. Hell, 3 different people in that video look to me like they all enjoyed it and they are probably just as sick.
