Just moved to Tampa, need to tune my Accord first

Hi, I am new to Tampa and current have a 100% stock 2003 Honda Accord DX 4dr, i-4 engine pushing

hp- 160@5.5k rpm
torque- 161@4.5k rpm

First I want to make my car atleast a 10-sec car without completely a drag car..
Where do I start?
-AND-
Where can I time my quarter-mile speeds and times?
In San Antonio, TX I was rated at 15.5sec and topped at 89mph

pushing 160hp @5,500rpm
161ft-lbs torque @4,500rpm *
