what would be needed to run a 2.0L off of T2 electronics?

i would use T1 or T2.. depending on which car its going in. Afterall, there's no big diff between T1 & 2 electronics. The Charge Temp Sensor is useless.
Put a dist on the cam
Might have to swap out some sensors to early dodge ones if the plugs are wrong.. or the v readings. You would have to talk to Neil Emiro about that.. he put the T3 in the neon. I know he did a lot of custom wiring and programming to it.
Seeing as how it would be turbo and reach + pressure on the MAP and such, the 2.0 ecu would be confused. The cal on the T1/2 ecu wouldnt be terrible impt anyway since you would be controlling boost and fuel manually i'm sure.

Just find a 16V Lotus 2.2. Those heads flow on par with a Neon head.

However a TI or TII is probably what will go into my car. I'd rather this engine than a TIII because it would be cheaper.

The best way to do it is with a donor 16V car. You take the entire driveline and all electronics out of the donor car and drop them in the L body. This swap would be much easier and cheaper than making a Neon head work. A good and complete 100% running donor 16V car can be found for $2000-$3000. AS far as Turbo Dodges go, they are expensive! But, after having both 8V and 16V Dodges, the 16V is so far superior (in stock form) that it really isnt even a comparison.
Don't worry I already know about all this stuff, I just like to dream. My real plans are to build a common block TI with a stout bottom end so I can turn up the boost later. I don't really want a hybrid engine, or a TIII, but its something to think about after college is done
