which would make a speaker sound better/project better? ive heard it all and am still unsure..... more specifically for 6X9's

It will really depend on the speaker itself that you use. Some speakers are built with free-air running in mind and will really not perform well in an enclosure with a volume lower than the Vas number in the TS specs. Some speakers will benefit greatly from an enclosure. I'd contact the speaker manufacturer to see which yours prefer.

ok..... one thats NOT free air. a pretty standard everyday 6X9. alpine, pioneer, kenwood.... something along them lines

The problem is that there is no "standard everyday speaker" really. Just among those 3 brands ya listed there are 10 different models of 6x9, all with different performance characteristics and TS specs. So to give a general answer is really, really broad and of very little real help.
As a general answer, I'd say most 6x9's do benefit from some kind of enclosure. And all speakers need their front and rear waves separated to avoid cancellation so a "baffle" is always required, even if there is no enclosure.
