Going by ratings, you are only going to get 170 watts per sub with those subs, running the amp in stereo at 4 ohms. Would it do the job okay? Probably, because those entry level subs aren't too power hungry, but you would get a little more out of them with a mono amp at 2 ohms, probably 500ish watts RMS.
i originally wanted these rockfords
Rockford Fosgate Punch P2D410 10" Component Subwoofers Car Subwoofers Car Audio and Video - Sonic Electronix
but my friend said that i would have issues running two of these off one amp because it has dual voice coils?

There is your problem. It seems like everyone has a 'friend' that feeds them bullshit because the friend doesn't know what they're doing, so kudos to you for posting to get other opinions. And from the sounds of it, I wouldn't listen to a whole lot that the said friend has to say.
The dual voice coil subs would actually work better off of the amp you linked. Issues do not arise by running dual voice coil subs from one amp, issues arise when the voice coils do not match the final impedance the amp needs. With those dual voice coil subs, you would have a final load at the amp of either 2 ohms stereo or 4 ohms bridged, either way getting you more power out of your amp than the single voice coil 4 ohm subs.
To put it simply, with the first subs you linked you would get 170 watts rms x2 from the amp when the subs say they handle 300. With those dual voice coil RF subs, you would get 250 watts rms x2 from the amp when the subs say they can handle 250.

Well said Kpr10is.
If you are set on that amp then go with the Rockfords. If you go with the Kenwoods you wont be using the amp to it's full potential.

i was eye balling this mono amp. this would be my first setup so i am not sure of the difference between 2 channel and mono but this one doesnt seem to have that bad of a price
JVC KSAX5700 [KSAX5700] - $164.99 : AVD - Car Stereos, Car Speakers, Home Theater Systems, Navigation, In-Dash DVD Players, Televisions
so if i got this mono amp i would exceed peak power and risk blowing the subs?

I understand that you filtered the results on that site by selecting mono amps, but that is still a two channel. Even the ratings they list say "Continuous power (RMS) of 200W X 2." One of the million reasons you can't trust these no-name internet retailers, because I guarantee they have plenty of people buy it thinking it is a "900w" mono as they state and are stuck with an amp that they can't return and that won't work with their subs. Shops are around to help you and if they're not helpful then find a new shop. It's sad to see incompetence killing the industry as much as it is--many of those people who get screwed by internet retailers give up on car electronics because of one or two bad experiences that a little knowledgeable help and a proper installation would have easily avoided.
thank you for the help! i'll just go with the kenwood im sure i'll be satisfied

here is the box im working with. its built pretty damn sturdy. but with these subs im not sure if i should drill holes because with these subs there is def going to be a whole lot of air but nowhere for it to go except out the front of my speaker and then im pissed! my friend tells me not to drill because then i will lose clarity and wont hear anything when im listening to rock (which i love). but i also listen to rap, techno, etc. so not sure what to do. i'll def sacrfice clairty if that means i dont blow my speakers.
