If you do in fact work at All Version, I do not think Pops would tolerate this behavior from an employee. "Selling" the same wheels to 2 different people on two different sites and then just sending them a piece of fabric in the mail is some shady shit.
You claim they were sold on H-T as well as on NWP, so what's up ... Why are they still for sale here and why are they still in your possession? Do the right thing, refund the payment to at least one of those guys and then ship the wheels out to the other one who paid. If not, just refund the money all together to both of them.
