Cutting Keys
The answer is no, its going to be expensive to have done because it specialized compared to your normal key. I wouldnt be complaining about $60 to have a lazer cut key done.

The joys of owning a newer Volkswagen (or pretty much any modern German car). Unfortunately in situations like this you just have to suck it up and pay the dealer. Really no other way around it.

The key is really not that specialized. It's simply cut with a different bit. And considering there are places in other parts of the state that can do it for $15-$25, I figured there might be a place in Tampa that could as well. And the dealership only charges $25 to cut the key, $60 is to buy a new one (since the dealership will only cut a key that they sold)
Then stop whining and just do it since its not "specialized". I'm just telling you based off of my experience that if you have the flip out vw/audi keyfob there aren't places that will cut that other than the dealership... In the area. You said you know where to get it done, then go to those places... That's your best bet.
omg, ask a locksmith
. and why would anyone ever go to homedepot for any type of keys/locks/etc. we use to be able to do them here (security lock & safe) but our machine is down. go to lockman, just east of 66 on park blvd on the south side of the street. they might even be able to program it depending on year etc. if you have the blank there pretty reasonable, however i can't quote a price for them.

Im gonna leave it open in case someone has some information to add. I mean honestly the best thing the OP could do is open a phone book or google search.
imo listen to spjosh, he is a great locksmith. he unlocked my car for me in under 3 sec, granted i had to buy a new door cause he used a pic axe and blowtourch but it was fun to watch. just kidding about the door but really he knows what hes saying about when he says where to go
