Default 1.8t - Just installed rebuilt turbo and having issues

I recently had my K03s rebuilt and just finished reinstalling it over the weekend, but when I start the car, my intercooler to throttle body hose is collapsing under vacuum.. it would seem that the turbo isn't spinning, or air isn't moving through the compressor fast enough? WTF? The turbo shaft spins by hand.

I posted this on the audi & VW forums and haven't heard anything yet.

Thanks

does the car run at all or is it dying due to lack of air flow?

It barely started before I disconnected the IC piping. There must be an obstruction somewhere, but I seriously can't think of anything. Someone mentioned the possibility of the turbo rebuilder installing the turbine wheel backwards. Is this possible? Do you know if the turbine wheel comes installed on the shaft already?

depending on the condition of the shaft and impeller in most cases they are reused and only the bearings and seals are replaced during a rebuild.

and i don't think its even possible to install the impeller backwards.

i know this may sound stupid or obvious but did you remove the caps off the inlet and outlet on the turbo? most re-builders place them on to prevent any foreign objects from getting inside.
