and yeah im thinking its just the regulator.

it seems like the window is forcing itself down, its not falling the motor is pulling it down.

Default Switch problem.

Question, does both switches drivers and the one on affected door do the exact same thing. If so then the master switch may be your problem. If it was the regulator then the window would not move at all in normal situations. Or there would be some crunching or grinding noises coming from the window. The VW window regulators are a good design unlike the American vehicle manufactures designs of old. Any way feel free to ask questions. Jayfroelich@gmail.com

Most likely it is the master control in the drivers door. I think you can grab one used for really cheap. I would say best thing to do first is find a working one and test yours by swapping it out with a known working one. I am sure someone at a meet or on here might have an extra one they would be willing to let you try out for a few minutes to see if it is the problem. The reason I say do this first, is one electronic switch in the driver's door normally are the cause of the a lot of problems. Since all the of the window controls route through it. Plus it is an easy test as opposed to the "regulator".
