I have a 95 vw Jetta my speed & tech dont work what can I do to fix this problem that have a nice day

get another instrument cluster they go bad all the time,

have you jump started the car lately ?

could be the cause, you get any kind of voltage spike when you turn the key on and you will fry the cluster, 90% sure you need a new IP.
they have shitty voltage regualtors in the IP and they will go bad very easy
