I thought by the nature of the machine it had developed above the programming and intention of any one person. What brought it down was that one agent persuaded the machine to consider its interpretation as wrong - as you say individual freedom. All story's have some ambiguity intentionally.

+Andrew Lohmann I think you misunderstood the movie. Echelon wasn't trying to enforce "the spirit of the US constitution", it was trying to spy on the activities of every citizen of the world for the benefit of one federal agency, against the express will of Congress (i.e. against the laws of the US) in violation of the Constitution. It was only *after* Max showed the computer that its actions would be a threat to individual freedom that the computer self-terminated.

It was reported in the 1980's that hardware would be built into microchips for monitoring by the US. This story explores a possible outcome well. Echelon nearly became powerful and free enough to restrict man's greed. To enforce the spirit of the US constitution but on the world.
