Ps: the fourth shop was Performance Factory in New York. Also Swift Racing was developing a manifold but it isn't in full production yet. Still in testing.

Dude i could weld up a manifold here at my house for a 2j, its not like that piticular motor needs special skills and tools over any other motor.
Local shops that i can think of off hand in the tampa area that know how to make manifolds and are willing to make one
secret services offer manifolds all the time,
Rameies automotive do all kinds of fabrication including turbo manifolds, headers ect. mainly for mustangs.
Street heat would have no problems making one im sure.
theres another shop i cant think of the name that i know they did a Is300 turbo, really not sure if it was just a kit tho.
slightly outside of tampa...
titon, garage advance, high tech. to list a few off the top of my head.
and of your list you forgot the Inventor of the NA-T Jerret humprys the owner of power house racing. who sells an NA-T kit. also sells some of the most bad ass turbo kits for the TT supra. mostly made to order but hey thats how i like it. one of a kind.
but really its only a fucking manifold. any hill billy with a mig can zap one togather in a few hours. and most of these hill billys come with many years expernace in racing manifolds and paking nice Tig welders.

yea PHR makes some nice turbo kits and they generally have great spool, HOWEVER there is still that PHR Turbo problem. For some reason very and I mean very few people with a PHR turbo kit put down the power they should with the size turbo they have. Its just a known problem the supra owners know about PHR kits. They generally come up about 50 rwhp short of what people are doing with the same size turbo from another company. There is just something about those PHR kits that doesnt work, even thought there are some people that do get what they pay for. Plus in general they think they are the absolute best and have very high prices plus they are generally a$$holes to boot. IMO thats no good.

As for Powerhouse, Jarrett doesn't currently have his manifold in production yet. And even if he did I doubt it would cost less than about $8000 for a complete kit installed.
Right now Toyomoto is probably the best place to get an IS Turboed but you will pay for it, $5000 min.
You get what you pay for. Don't let some HillBilly fly by night want-a-be machanic, that thinks just because he has a Tig welder he can make a manifold that will last on a daily driver, work on your car. If anybody could do it then anybody WOULD...

haha most of these "hill billys " have more car experance then a few supra tuners combined. Im not talking about some trailer park red neck, im talking about the guys that show up at the track with Million doller trailers with built in lifts, living areas, even a tig welder, and ive even seem them break that thing out at the track for repares.

You've got to admit the 2JZ engine hasn't been around as long as the Chevy small block and total experience time has nothing to do with how well someone can tack a weld that will last.
