First thing there any check engine lights on? There could be a possible vacuum leak do you hear any hissing noises coming from the engine bay? Does it have a low idle issue? List more info because this is a engine performance related topic. You need more info so you can find a certain route to what the issue is.

cel is on, the car sat for 3 years. but the needle lights have gone out which maybe causing cel. also it does it less now that there was fresh premium gas put in it.

Damn dude the car sat for 3 years and then you expect it to fire right up?!LOL It most likely has a misfire issue cause of the messed up gas. The spark plugs are either fouled out or the injectors are so gummed up they aren't spraying fuel correctly. First off you need to change that fuel filter out near the passengers side door underneath. Pour some fuel injector cleaner in the tank. Also look for some fuel tank cleaner go to a auto parts store and they should help you out on that. There is a diagnostics connector on the top of the motor I forgot what terminals it is ,but when you jumper 2 terminals it will flash the code. Find out what the code is then replace the items mentioned then clear the code unless it is a sensor issue.

On both of the SC400's that Iv'e owned, if the battery has been disconnected (or dead),it will take a little bit of regular driving to get the car to find a idle RPM. Even around the block and up the street won't work. It needs a good drive and stop and accel etc.The ECU needs to learn the RPM. After a little bit it will be fine and will continue to get better after a couple of days. Not saying thats the same problem he's experiencing but just a little input.
