HP Rating...(What does it mean?)

When vendors say the HP rating is at the flywheel, what does that mean? Is that the same as on the Dyno when they say this is your HP "On the floor"?

Please explain, thanks

HP rating at the flywheel does not include drivetrain loss, which is the HP rating that you make at the wheels on the dyno.
