At first, i did, too....
but then i realized the tails were on all the time, too.
as are the running lights/parking lights.
these are better labelled as "ATL"'s, imo (All-time Total Lights). no different than just leaving the lamp stalk to "on" really....
phooey on the big brother controls.......
if the drl's had been on a second filament of the hibeam instead, i may have dealt with it better..... (have a trick for them coming, too)

Done. I disabled them yesterday. It was very easy. About 10 screws and it was over. It works perfectly. Now the city lights can be on and they look cool Scott. I also don't have the annoying green indicator lights on the cluster all the time now.
