Default Sti rear spoiler construction question

Have any of you Sti guys looked underneath the top part of your spoiler? I had noticed it's odd construction before but forgot about until I was cleaning the car real good today.

Here's a pic:

It looks like it's some sort of insert into the spoiler that goes all the way across. The round circles are a rubberized covering for the holes where a fastener is. Any guesses?

I know there is a cable that goes thru to hold the sp on in an accident. May be that is an access cover to get at this cable when removing?

That's where they install the downforce.

Can you just open it up and see what it does? If the spoiler if foam filled, I'd imagine that that's the port where they fill it from.

The top part of the STI wing is weaghted for stability and downfrce. The weight is placed through those holes.
