Why wouldn't a company sign a paper showing they know there are dangerous and illegal activities going on in their parking lot

As an added bonus their parking lot would look like shit from all the black marks all over the place.

Sounds like a win/win proposition for the business, especially since the people drifting there have so much extra income to buy things from them.
