Even if the throttle cable is disconnected you may want to look inside and look to see if there is any noticeable openings. Reason being is even with the cable disconnected, there is a small adjusting screw located at the bottom area of the throttle body that also controls how far open it is. The cable is just for throttle response. But like they said also check the tps and voltage.
